GCP is the acronym for the Global Consciousness Project. Each dot is an EGG which is basically a random binary number generator with an internet connection. The main GCP system has a network connection to each one for essentially continuous querrying and the blinking is a EGG doing its thang.
The idea is that any random number generator will naturally go through cycles or spikes where it appears to favor ones side {0 or 1} but taken frequently enough and/or averaged over time with dozens of others EGGs these spikes are expected to average out and generally do.
However, there appear to be certain events at which time the network of EGGs lose their 'coherence' {no longer average out to zero}. Since these events generally should have no effect on the randomness of an EGG the idea is that it's an effect of "Global Consciousness".
What makes these things so fascinating is that the effect often precedes an event of global interest ... like 911, Lady Diana's death, New Years Eve, the Indonesian Quake, etc.
In the case of large quakes there is frequently a bullseye like variation in the EGGs which in theory could also be used to approximate there location which is why I've been interested in them.
